Tree Topping Is Tree Abuse in Broward: What to Know Before You Hire

You've probably seen it driving around Broward: a big tree cut down to a few bare stubs, like someone took a giant pair of clippers straight across the top. That's called topping, and in Broward County it isn't just bad tree care. It's considered tree abuse under county code.

What Is Tree Topping?

Topping means cutting the main branches back to stubs, with no regard for where the tree naturally branches. It's usually done to make a tall tree shorter fast, often by crews offering a cheap price.

Why It's a Problem

  • It weakens the tree. The tree responds by shooting out dense clusters of fast, weakly attached sprouts. Those break off easily in the next storm.
  • It invites rot. Large stub cuts don't close properly, so decay works its way into the trunk.
  • It can kill the tree. Losing most of its leaves at once starves the tree.
  • It costs more later. Topped trees grow back fast and messy, and often end up needing removal.

What Broward County Says

Broward County's tree preservation guidance treats topping, and over-lifting, meaning stripping off too many lower branches, as tree abuse under Article Fourteen of the county code. Both the county and many cities enforce it.

What Changed With Tree Trimmer Licenses in 2025

As of July 1, 2025, a state law change ended Broward County's separate Tree Trimmers License requirement. But that doesn't mean anything goes. Tree abuse rules still apply, and some cities may still require tree trimming certification or an ISA Certified Arborist. When you hire, ask:

  • Are you insured?
  • Will you top my tree? (The right answer is no.)
  • Do you follow proper pruning standards?
  • Is cleanup included?
